Waterlow was born in London and trained at the Royal Academy Schools where he was awarded the Turner medal for landscape painting in 1973. An accomplished landscape painting in both oil and watercolour, he was elected and associate of the Royal Society of Painters in Watercolours in 1880, a member in 1894 and president in 1897. He became an associate of the Royal Academy in 1890 and a full Academician in 1903. He was knighted in 1902.
