Frost was born in Wandsworth. In 1825 he met William Etty who encouraged his artistic talents and recommended him to take drawing lessons at Henry Sass's School of Drawing and Painting. He furthered his studies at the Royal Academy Schools in 1829. He became a portrait of figure subject artist, specialising in historical and mythological scenes. In 1839 he won the Royal Academy's gold medal for Prometheus Bound by Force and Strength (Royal Academy, 1840) and in 1843 he won the Westminster Hall competition for Una Alarmed by Fauns (now in the collection of the Victoria & Albert Museum). He became a full member of the Royal Academy in 1870. He is represented in many public collections.
