Collins was born in London and studied at Lambeth School of Art, London and at the Academie Julian in Paris. From 1886 he exhibited at many of the London venues including the Royal Academy, Royal Society of British Artist, Royal Institution, Fine Art Society and elsewhere. He travelled widely in Europe and published several books including The Cathedral Cities of England (1905), The Cathedral Cities of Spain (1908) and The Cathedral Cities of Italy (1913). Works by him are held at Manchester City Art Gallery, the Royal Collection and the Victoria and Albert Museum, London.
