Balliol Salmon was born in Manchester, the son of a civil engineer. Educated privately, he studied art Campden School of Art before going to the West London School of Art where he qualified as an art teacher. He then entered the Westminster School of Art to study under Fred Brown. After a year he and a few fellow students spent six months in Paris to study at the Academie Julian.
Although advised to be a portrait painter he decided to become a full-time illustrator. In 1895 he began working for The Pall Mall Magazine. In 1898 he was invited to contribute to The Graphic and went on to work for them for the following 25 years. Noted for his works in pencil and chalk, he was a highly regarded Edwardian artist and illustrator of many periodicals and books.
