Born in Oxfordshire, he was the son of a grocer. By the time of his marriage in 1871 he was living in London and working as a landscape artist. He exhibited at the Royal Academy, Society of British Artists, Royal Institute of Painters in Watercolour and elsewhere. He is represented in the collection of the Victoria & Albert Museum, London. His son was the landscape watercolour Joseph Arthur Powell.
