Thomas Mervyn Bouchier Marshall was the son of John Marshall of Barnstaple, Devon. He painted figurative scenes often based on Shakespearian or other literary subjects. He exhibited nine works at the Royal between 1855 and 1858 when his address was given as Fitzroy Square. The Russell Album: A Memorial of the late Rev. John Russell, containing a series of his twelve hunting sketches by Thomas Mervyn Bouchier Marshall was published in 1885.
