Frere was born in South Africa and studied architecture in Paris at the Beaux Art. He set up a practice in London designing many notable buildings, particularly in the Arts and Crafts style, including St John’s House in Holborn, the extension of the Royal College of Surgeons in Lincoln’s Inn Fields and the Rye Street Hospital in Bishops Stortford. In 1907 he employed William Walcot to work for the firm as an architectural draughtsman. It seems Frere painted for pleasure and is particularly noted for his delightful studies of Kensington Gardens.
