Tempest was born in Swaffham, Norfolk and studied at Woolwich Polytechnic School of Art (1927-32) and the Royal College of Art (1932-36). He exhibited at the Royal Academy, New English Art Club and Royal Society of British Artists as well as at numerous regional venues. He lived at Plumstead, south east London and later in Keston, Kent.

Tempest's painting of Leicester Museum is in the collection of Leicester Museum and Art Gallery. Works by him are also held in the collections of the Royal Academy of Arts and Wolverhampton Art Gallery.
