Howes was born in East Dereham, Norfolk and studied at the Royal Academy Schools and Slade. He first exhibited at the Royal Academy in 1918 and was a regular exhibitor thereafter. A bronze group, Madonna of the Lily was purchased from the Royal Academy in 1926 by Queen Mary. He was involved in several monumental schemes including collaborating with Eric Kennington on the Soissons Memorial, Aisne, France in 1928. His stone sculpture of Eve is in the gardens of Fulham Palace and his controversial Aphrodite is in the Terrace Gardens, Richmond.
