Jelley was born in Lincoln but spent most of his life based in Birmingham where he taught art and was a prominent member of the local artistic community. A landscape and flower painter, he worked in both oil and watercolour. He was Assistant Principal of Birmingham School of Art, 1907-16, and was elected President of the Royal Birmingham Society of Artists, 1932-1934. He was also a founder member of the Birmingham Art Circle in 1903. Jelley exhibited at the Royal Academy, Grosvenor Gallery, Royal Birmingham Society of Artists and elsewhere. He died in Birmingham in 1950. Pictures by him are in the collections of Birmingham Museum and Art Gallery, the Usher Gallery in Lincoln and Leamington Spa Art Gallery & Museum.
